Description

About The Position

Under supervision of the IT Manager, this position is responsible for programs and activities related to the City’s technology and operations and systems including operations, maintenance and support of the City’s end-user computer systems, servers, network devices and peripherals. This role ensures that technology investments align with operational needs, budget constraints, and long-term strategic goals.

The IT Analyst is a technical position designed to support the IT Manager in the overall responsibility of managing City’s IT projects including the operation and control of hardware and software, networking and systems.

Examples of Duties

  • Performs desktop hardware, peripheral and software configuration installations.
  • Assists with technical support activities - performs trouble shooting and diagnostic services to determine the cause of hardware and software problems and provide timely resolution.
  • Maintains expertise in City standard hardware and software products.
  • Assists with the management and maintenance of the City’s servers and network systems.
  • Analyze, evaluate, and compare software and hardware solutions to determine suitability for organizational needs. Research vendor offerings, product specifications, licensing models, and total cost of ownership. Prepare written reports and presentations summarizing findings, recommendations, and risk considerations.
  • Support procurement activities by providing technical analysis for RFPs, RFIs, and bid evaluations. Assist the IT Manager in selecting hardware and software vendors to support the effective acquisition, installation, operation, and maintenance of the City’s IT resources.
  • Participates in project teams to ensure successful implementation of new systems or upgrades to existing systems.
  • Compiles and maintains server and network documentation and establishes appropriate procedures to ensure routine tasks are understood by others.
  • Performs other related duties as assigned.

Minimum Qualifications

EXPERIENCE AND EDUCATION:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

EXPERIENCE:

  • Five years of progressively responsible experience in professional information technology services which has included in more than one of the responsibility areas outlined above.

EDUCATION:

  • Education equivalent to a Bachelor of Science degree from an accredited post-secondary institution in computer science, information systems or a closely related field

LICENSES & CERTIFICATIONS:

  • Possession of a valid State of California Class C driver’s license.

KNOWLEDGE OF:

Microsoft Windows, Microsoft Server, Active Directory, Distributed File System, Microsoft 365, Entra ID, WiFi, Virtualization platforms, Hyperconverged server, NAS (Network Attached Storage), MDM (Mobile Device Management), MDR (Managed Detection and Response), email security, VoIP, ERP (Enterprise Resource Planning) Finance system; principles, practices, terminology, and trends in GIS usage as applied to government organizations; client/server environment; and effective written and oral communications skills.

SKILL AND ABILITY TO:

Work independently and in a team; perform client computer installations and peripheral configurations; account management, and security; troubleshoot communications, hardware and software problems and take effective action to resolve problems in a timely manner; use computers for writing and graphics; understand emerging technology and its application to improve services; help define the business requirement for departmental projects, and implement these projects; make sound decisions in a manner consistent with the essential job functions; operate assigned equipment; maintain physical condition appropriate to the performance of assigned duties and which may include sitting for extended periods of time and operating assigned office equipment; communicate with others and to assimilate and understand information, in a manner consistent with the essential job functions; coordinate different requirements for multiple City departments establish and maintain effective working relationships with peers, superiors, vendor representatives and internal customers.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

On a continuous basis, sit at a desk for long periods of time; intermittently stand, walk, bend, squat, climb, kneel, and twist while working on computer equipment, peripherals, and other ancillary equipment; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and write or use a keyboard to communicate through written means; and lift or carry weight of 50 pounds or less.
