Definition
The Public Works Department is seeking
an experienced self-motivated individual to join the team
as our new Public Works Water/Wastewater Administrative Manager. Filing deadline is October 29, 2026 @ 5:00 p.m.
DEFINITION:
Under the direction of the Public Works and Utility Services Director, manages administrative services that provides support to the Public Works Division, Engineering Division, Water and Wastewater Divisions; directs the completion of analytical, accounting, budgeting, accounts receivables/payables, functions and oversees, on behalf of the Department Director, budgetary, financial, procurement and bid processes, contract processing and administration. Perform related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
The Public Works Water/Wastewater Administrative Manager provides oversight of the financial and administrative staff within the Public Works and Utility Services Department.
SUPERVISION EXERCISED:
Exercises direct supervision over assigned professional, technical, and clerical staff.
Essential Functions
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
- Assist the Public Works and Utility Services Director in establishing and implementing organizational policies and procedures for department operations; monitor effectiveness of policies and procedures and make recommendations for improvement as appropriate.
- Direct and coordinate the financial and analytical operations of the department, which may include, budgeting, fiscal control, accounting, purchasing, grant preparation and analysis, and contract processing and administration.
- Conduct or direct complex studies pertaining to a variety of administrative and operational issues and /or concerns; advise Director on findings, make recommendations for improvement and prepare written reports.
- Prepare or supervise the preparation of the departmental budgets; review, analyze and compile budgets of various programs and divisions; provide justification for items; review and approve expenditure requests; monitor and reconcile budget variances.
- Oversee, develop, and monitor departmental short-term and long-term objectives, performance measures, outcomes and strategic plans.
- Forecast revenues and monitor departmental expenditures; monitor and make recommendations for cost recovery strategies.
- Evaluate and coordinate the tracking of department's capital assets; develop and monitor Capital Improvement Program procedures.
- Oversee and conduct departmental financial and operational audits to ensure department's operational and financial efficiency and effectiveness.
- Perform other related duties as required.
Qualifications
Education and/or Experience:
Must possess five (5) years of increasingly responsible professional experience performing administrative, operational, budgetary or similar analyses; at least two (2) of which were in a supervisory capacity and bachelor's degree from an accredited college or university with a major in public or business administration, finance, economics or a closely related field.
License/Certificate:
Required
- Possession of a bachelor's degree from an accredited college or university with a major in public or business administration, finance, economics or a closely related field.
Desired
- Possession of a master's degree is highly desirable.
- Possession of a valid class "C" California Driver's License.
