General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.

General Atomics is seeking an experienced Program Manager to support the MQ-9 Retrofit team in Poway, California.

Reporting to a Senior Program Manager, this position is responsible for planning, managing, and overseeing the technical performance of a program or a portfolio of several projects. The Program Manager will lead and coordinate all phases of assigned programs, from initiation through delivery, including programs with evolving or undefined requirements.

The ideal candidate will apply established technologies, principles, and practices to resolve technical and programmatic challenges. This position works primarily through cross-functional and matrixed teams and requires sound judgment when making decisions that may affect schedules, costs, resources, and program outcomes.

DUTIES & :

  • Manage all phases of assigned programs, from concept development through completion, including acquisition, planning, execution, and technical performance.
  • Establish program and project baselines and monitor and report performance using earned value management systems (EVMS).
  • Develop and coordinate program plans, delivery strategies, schedules, budgets, and performance objectives for one or more customers.
  • Work with technical staff and division or group leadership to establish and execute near-term, annual, and long-term technical, schedule, quality, business, and financial objectives.
  • Support engineering activities related to design concepts, requirements, research, development, testing, integration, and product delivery.
  • Serve as a primary point of contact for internal and external stakeholders regarding technical, schedule, cost, and program issues.
  • Coordinate the development of proposals, business plans, statements of work, specifications, operating budgets, and contract terms and conditions.
  • Support contract acquisitions, negotiations, and modifications.
  • Promote technical excellence by supporting the recruitment, selection, development, and retention of qualified management, professional, and technical personnel.
  • Serve as the primary customer contact for program activities and lead program reviews addressing cost, schedule, and technical performance.
  • Identify program risks and issues and lead the development and implementation of corrective actions, including resource reallocation and contract modifications when appropriate.
  • Support the development of new business and the expansion of existing business opportunities. This may include supporting partnerships, alliances, and joint ventures that strengthen company capabilities and create new products or programs.
  • Protect proprietary technology and maintain the confidentiality of sensitive information.
  • Ensure compliance with all applicable laws, regulations, company policies, and contractual obligations.
  • Ensure all work is performed safely and in accordance with established procedures and practices.

Job Qualifications

  • Typically requires a Bachelors, Masters or PhD in engineering, science or a related technical field as well as eleven or more years of progressively complex program administration experience. May substitute equivalent experience in lieu of education.
  • Demonstrates technical expertise and application of program management principles, concepts, and practice as well as program management and leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.
  • Must be able to develop solutions to problems that require coordination of technologies across program requirements.
  • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
  • Customer focused, must be able to work on a self-initiated basis and in a team environment.
  • Able to work extended hours and travel as required.
  • Ability to obtain and maintain a DoD security clearance is required.
