The Planning Control Manager will oversee program planning, schedule assurance, and progress reporting activities for large and complex construction projects during the construction phase. The role will ensure that project schedules are properly developed, coordinated, monitored, and aligned with approved milestones, contractual requirements, and project objectives.

The Planning Control Manager will work closely with the project director, construction managers, contractors, consultants, planning teams, project controls, commercial, cost, procurement, and client representatives. The position will provide senior oversight of schedule performance, identify potential delays, and support timely corrective and recovery actions.

Key

• Provide overall oversight of program planning and schedule-control activities.
• Review and assure the quality, logic, and integrity of the master program schedule.
• Coordinate detailed schedules for construction activities, work packages, interfaces, and key milestones.
• Review contractor and consultant schedules, updates, recovery plans, and progress submissions.
• Monitor planned versus actual progress and verify reported progress against site records.
• Analyze critical paths, float, constraints, dependencies, and schedule trends.
• Track key milestones and identify risks that may affect project completion.
• Provide early warnings of potential delays, slippage, and performance issues.
• Assess the schedule impact of changes, variations, design revisions, procurement delays, and construction issues.
• Support the development and monitoring of recovery and mitigation plans.
• Lead schedule review meetings with contractors, consultants, and project teams.
• Prepare and review weekly, monthly, and executive progress reports.
• Develop progress dashboards, milestone reports, performance indicators, and management presentations.
• Coordinate with cost and commercial teams to align schedule progress with project costs and forecasts.
• Ensure approved changes are properly incorporated into project schedules and baselines.
• Support delay analysis, time-impact assessments, and extension-of-time evaluations.
• Coordinate interfaces between contractors, consultants, authorities, utilities, and other stakeholders.
• Provide guidance to planning engineers and promote consistent planning and reporting procedures.

Required Qualifications and Experience

• Bachelor’s degree in Engineering, Construction Management, Project Management, or a related discipline.
• Minimum 15 years of experience in planning and project controls.
• Proven experience on large and complex construction projects during the construction phase.
• Strong experience in program oversight, schedule assurance, and progress reporting.
• Advanced knowledge of Primavera P6, Microsoft Excel, and project-reporting systems.
• Experience in critical-path analysis, progress measurement, delay analysis, and recovery planning.
• Strong knowledge of construction activities, project interfaces, schedule control, and change management.
• Excellent leadership, communication, coordination, and problem-solving skills.

The role will ensure that project performance is accurately monitored, schedule risks are identified early, and appropriate actions are taken to support the successful delivery of the project in accordance with approved milestones and contractual requirements.
