Job Description:
Parsons is looking for an amazingly talented Design Review Engineer to join our team in Qatar! In this role, you will undertake design reviews for a major roads, infrastructure and drainage programme. The works include roads, utilities, earthworks and ground improvement, deep drainage networks, microtunnelling, pump stations, attenuation tanks, emergency flood areas, rising mains and associated structures, systems and interfaces.
What You'll Be Doing:

Undertake consultant-side technical and reviews of design submissions across both work packages.

Review design reports, drawings, specifications, calculations, models and supporting documentation for compliance with the contract, Employer’s Requirements, approved design criteria and applicable standards.

Review revised Issued for Construction packages and confirm that reports, construction documents and specifications are coordinated and follow consistent naming and numbering conventions.

Review Contractor shop drawings, design calculations, material selections, technical proposals and specialist studies before construction.

Provide clear, coordinated and timely review comments, and maintain accurate design-review records, comment registers and close-out status.

Coordinate reviews across roads, drainage, utilities, geotechnical, structural, mechanical, electrical, instrumentation, control, traffic, landscape and environmental disciplines.

Identify design discrepancies, omissions, clashes, concerns and interface risks, and coordinate their resolution with the Contractor, designer and supervision team.

Liaise with the original Design Consultant or external designers during construction to resolve design issues and technical queries.

Review plans, elevations, sections, infrastructure connections, utility details, structures, mechanical and electrical systems, equipment selections and associated calculations where relevant to the works.

Review design documents required to meet infrastructure, utility-provider and governmental-authority approval requirements.

Assess proposed design changes, substitutions and site-driven revisions and advise the Resident Engineer and project leadership on compliance and technical implications.

Confirm that specialist studies and their recommendations are reflected in final designs, shop drawings, material selections, installation requirements and testing provisions.

Carry out inspections of models, mock-ups and samples when required and advise whether they comply with the Employer’s Requirements.

Support value engineering and reviews while safeguarding required performance, quality, safety, maintainability and whole-life considerations.

Support testing, commissioning, handover and as-built reviews by verifying consistency between approved design requirements and completed works.
What Required Skills You'll Bring:

Bachelor’s degree in Civil Engineering or another relevant engineering discipline from a recognised university.

More than 14 years of post-graduate professional experience, including at least 7 years of experience in a similar design-review role.

Professional experience in the Middle East is required.

Substantial experience working for an engineering consultant or Engineer’s Representative on major roads, infrastructure and drainage projects.

Demonstrable experience reviewing design reports, drawings, specifications, calculations, models, shop drawings and technical submissions during construction.

Experience coordinating design interfaces across roads, drainage, utilities, structures, geotechnical, mechanical, electrical, instrumentation and control disciplines.

Experience resolving technical queries, design discrepancies, clashes, issues and site-driven design changes.

Experience reviewing infrastructure and utility submissions requiring governmental or utility-provider approvals.

Experience with roads, utility networks, deep drainage, microtunnelling, pump stations, attenuation tanks or comparable infrastructure is strongly preferred.

Thorough knowledge of applicable Qatar Construction Specifications, design standards, contract requirements and international engineering practices.

Ability to manage and coordinate specialised design-review activities and independently undertake complex professional assignments requiring the application of specialist principles.

Professional registration or chartered status is preferred.

MME engineering certification is required for engineering personnel deployed under the contract. An overseas recruit who does not hold the certification at mobilisation must obtain it within the period permitted by the contract.

Fluent written and spoken English, with strong technical reporting, correspondence, presentation and stakeholder-communication skills.

Full computer literacy and the ability to use relevant engineering, CAD, BIM, document-control and project-information systems.
