Overview:

We are seeking a full-time Quality Representative (QR) to join the Quality Programs Group within the Quality Assurance Division (QAD) of the Environment, Safety, Health, and Quality (ESH&Q) Directorate. This position will reside within QAD and be assigned to specific organizations, providing dedicated quality support to those internal customers.

The QR will proactively support the implementation of Laboratory and QAD policies and requirements within assigned organizations. The QR will apply applicable procedures, quality tools, and methodologies to help assigned organizations meet their requirements and objectives and achieve reliable, effective results that support their missions.

This position will support ORNL’s Supplier Quality, Evaluated Supplier List (ESL), and Suspect/Counterfeit Items (S/CI) programs under the direction of the applicable program leads and subject matter experts. Based on organizational needs and the individual’s qualifications, the position may also provide backup support for receipt inspections, concrete testing, construction surveillance, and Department of Transportation compliance activities, including Type A, Type B, fissile-material, and special-form packaging and transportation requirements. Additional may include leading or participating in internal and supplier assessments and supporting continuous improvement initiatives.

Major Duties/:

The Quality Representative (QR) supports QAD and assigned organizations by providing proactive quality guidance, promoting the effective use of quality tools and systems, and supporting process and performance improvements. The Quality Representative may also contribute to the development and improvement of QAD programs and processes.

General Quality Support

• Provide quality planning, guidance, and support for projects, procurements, operations, and other work activities.
• Review work documents, specifications, procedures, statements of work, test and inspection plans, and other technical documentation to verify applicable quality requirements are adequately addressed.
• Perform field observations, walkdowns, surveillances, and other oversight activities to evaluate compliance and work effectiveness.
• Provide guidance on quality assurance tools, performance improvement, and process improvement methods.
• Lead or support critiques, investigations, causal analyses, corrective-action development, and effectiveness reviews involving nonconformances, occurrence reports, and potential PAAA or 10 CFR 851 noncompliance.
• Lead or participate in internal and external assessments, including planning, execution, reporting, follow-up, and closure activities.
• Identify emerging issues, organizational needs, and opportunities for improvement.
• Analyze quality and performance data, identify trends and risks, and communicate results and recommendations to management.
• Support performance assessment planning, implementation, and follow-up.
• Participate in business planning, management review, and other organizational planning activities.
• Communicate quality issues, risks, and recommendations effectively to staff and all levels of management.

Customer and Relationship Management

• Build and maintain effective working relationships with assigned organizations, internal partners, suppliers, and other stakeholders.
• Proactively engage assigned organizations to understand their needs, identify potential quality risks, and provide timely support.
• Assess customer satisfaction, respond to concerns, and identify opportunities to improve the effectiveness of quality support.
• Collaborate with QAD colleagues and organizational partners to share lessons learned, feedback, and effective practices.
• Balance customer needs with applicable Laboratory, regulatory, contractual, and QMS requirements.
• Prioritize quality activities based on organizational needs, risk, and mission impact.

Supplier Quality and Evaluated Supplier List

• Support ORNL organizations in identifying, evaluating, monitoring, and maintaining qualified suppliers.
• Maintain and update supplier information in the ESL database and assist with routine status and performance reporting.
• Coordinate with suppliers and internal stakeholders to support the maintenance of supplier qualification status.
• Participate in supplier assessments, evaluations, surveillances, and related follow-up activities.
• Review purchase requisitions and procurement documents to verify that applicable quality requirements are adequately addressed.
• Support the development and delivery of training and guidance related to Supplier Quality and ESL processes.
• Participate in applicable DOE supplier quality and ESL meetings or working groups, as assigned.
• Participate as a qualified assessment team member or lead auditor when assigned and appropriately qualified.

Suspect/Counterfeit Items

• Support the identification, investigation, documentation, tracking, reporting, and resolution of potential S/CI cases.
• Assist applicable program leads and subject matter experts with S/CI program implementation, maintenance, and continuous improvement.
• Support the maintenance of S/CI records, metrics, training materials, and program communications.
• Support the development and delivery of S/CI awareness and role-specific training.
• Promote awareness of S/CI risks and reporting expectations within assigned organizations.
• Participate in applicable DOE meetings and working groups, as assigned.

Inspection, Surveillance, and Specialized Support

• Perform or support receipt inspections, field surveillances, and construction quality activities based on organizational needs, assigned , and individual qualifications.
• Identify, document, communicate, and support the resolution of nonconformances and other quality issues.
• Evaluate inspection, surveillance, audit, and assessment results to determine significance, risk, and appropriate follow-up.
• Verify that identified nonconformances are appropriately controlled and corrective actions are completed and effective.
• When qualified and assigned, provide backup support for concrete testing and DOT packaging and transportation compliance activities, including Type A, Type B, fissile-material, and special-form packaging requirements.

Basic Qualifications:

• BS/BA degree in science, engineering, health and safety, a technical field, or a related discipline
• Minimum of 5 years of experience in quality assurance or a related quality-focused role
• Candidates must be able to perform tasks such as walkdowns, climbing stairs, and other physical activities as required by the position.

• Skilled in data analysis and deriving insights from quantitative and qualitative data.
• Familiar with management system processes and hierarchies.
• Experience in data collection and analysis across various laboratory data streams.
• Effective time management and organizational skills to meet deadlines.
• Proficient in MS Access, Word, Excel, Visio, PowerPoint, SharePoint, etc.
• Experience in fast-paced research environments; ability to prioritize and adapt to evolving needs.
• Ability to work effectively with management and staff at all levels.
• Experience as a critique facilitator and root cause analyst, or willingness to obtain relevant qualifications.
• Experience with relevant quality and compliance standards such as ISO 9001, NQA-1, DOE O 414.1D/F, ISO 17025, CGMP.

Special Requirements:

• Visa sponsorship is not available for this position.
• This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
