Job Description:

Parsons is looking for an amazingly talented Senior Traffic Engineer to join our team in Qatar! In this role, you will lead traffic engineering, temporary traffic management and road safety activities on a major roads, infrastructure and drainage programme. The works include new and upgraded roads, utilities, earthworks, deep drainage networks, microtunnelling, pump stations and associated interfaces requiring carefully planned traffic diversions and stakeholder coordination.

What You'll Be Doing:

  • Lead the consultant-side traffic engineering, temporary traffic management and road safety function across both work packages.

  • Review and approve Traffic Diversion Plan designs prepared by the Contractor’s traffic management team in accordance with the contract and Authority requirements.

  • Review traffic management proposals, drawings, method statements, risk assessments, phasing plans and permit submissions for roadworks, utility works, microtunnelling, deep excavations and other construction activities.

  • Inspect Traffic Diversion Plans before opening them to traffic and carry out regular inspections to verify that the Contractor maintains safe and compliant traffic arrangements.

  • Keep accurate inspection, approval and monitoring records for temporary traffic arrangements and associated corrective actions.

  • Advise the Contractor’s traffic management team on project-specific traffic-control requirements, techniques, sequencing and interfaces.

  • Liaise with the client’s traffic diversion specialists, the Traffic Diversion Plan office, Ministry of Interior engineers, the local roads authority, police and other interested parties on traffic management matters.

  • Participate in Road Safety Audits and monitor the timely close-out of identified mitigation measures.

  • Review proposed traffic diversions and temporary access arrangements to minimise disruption and maintain safe access for road users, residents, businesses, emergency services and adjacent projects.

  • Coordinate temporary traffic management requirements with the construction, roads, utilities, drainage, structures, stakeholder, health and safety and environmental teams.

  • Monitor the Contractor’s inspections and maintenance of traffic-management systems, signs, barriers, lighting and other roadwork traffic-control measures.

  • Review traffic-related changes arising from construction staging or site constraints and provide timely recommendations to the Resident Engineer and wider supervision team.

  • Support the review of road opening applications, temporary traffic diversion permits and related submissions required for construction activities.

  • Coordinate traffic requirements associated with permanent road signs, road markings, traffic signals, speed-camera interfaces and other traffic-control assets where applicable.

  • Provide traffic-engineering input to progress reports, risk registers, non-conformance management, handover activities and as-built documentation.

What Required Skills You'll Bring:

  • Bachelor’s degree in Civil Engineering, Traffic Engineering, Transportation Engineering or an equivalent relevant engineering discipline.

  • More than 14 years of post-graduate professional experience, including at least 7 years of experience in a similar traffic engineering or temporary traffic management role.

  • Professional experience in the Middle East is required.

  • Substantial experience working for an engineering consultant or Engineer’s Representative on the construction supervision of major roads, infrastructure and drainage projects.

  • Demonstrable experience reviewing and approving Traffic Diversion Plans, temporary traffic management designs, construction phasing proposals and roadwork traffic-control arrangements.

  • Experience inspecting temporary traffic arrangements before opening to traffic and monitoring their ongoing safety and compliance during construction.

  • Experience coordinating with road authorities, traffic departments, police, contractors, designers and other stakeholders on traffic management approvals and operational issues.

  • Practical experience participating in Road Safety Audits and tracking the close-out of mitigation measures.

  • Experience managing traffic interfaces associated with roads, utilities, drainage, microtunnelling, deep excavations and concurrent construction work fronts.

  • Thorough knowledge of applicable Qatar traffic management, road safety and construction standards and requirements.

  • Ability to manage and coordinate a specialised traffic engineering function and independently perform complex professional assignments requiring the application of specialist principles.

  • Professional registration or chartered status is preferred.

  • MME engineering certification is required for personnel deployed under the contract. An overseas recruit who does not hold the certification at mobilisation must obtain it within six months of mobilisation.

  • Fluent written and spoken English, with strong technical reporting, correspondence, presentation and stakeholder-communication skills.

  • Full computer literacy and the ability to use relevant traffic engineering, CAD, reporting, document-control and project-information systems.
