Position Overview:
Individuals within the Senior Management Analyst classification can expect to perform highly complex analytical duties in support of Western Water's programs and activities, while implementing special projects.
For this assignment, much of the work will be generally focused on imported water issues and Metropolitan Water District of South California (MWD)-related water resources planning, policy analysis, and program review. The incumbent will provide advanced analytical support to help the Western Water executive management team evaluate imported water supply reliability, planning assumptions, program participation, and regional water policy developments affecting cost, supply, and operational decision-making.
Western Water's employees are expected to work overtime, weekends, evenings and holidays as required to accommodate Western Water's needs, in addition to responding as a Disaster Emergency Service Worker.
Distinctive Attributes:
This advanced-level classification is responsible for performing complex and difficult analytical work, and developing and administering programs in support of department or Western Water's initiatives. Incumbents create specialized reports, and lead special projects. Assignments are typically received in broad form and incumbents are expected to develop applicable techniques. Work may involve direction of staff or consultants. Assignments also frequently address Western Water's and issues, and typically are performed under conditions requiring a high degree of sound independent judgment, initiative, and the need to effectively handle multiple deadlines and changing priorities.
This assignment is distinguished by its emphasis on imported water and MWD-related planning and policy issues, including water resource planning, demand forecasting support, program utilization analysis, regional coordination, and preparation of materials for executive leadership and Board consideration. Assignments are typically received in broad form, and incumbents are expected to develop applicable analytical approaches, synthesize technical and policy information, and exercise sound independent judgement.
Examples of Duties

- Plans, organizes, coordinates, directs or conducts complex financial management, or administration studies relating to Western Water's imported water portfolio, Metropolitan Water District of Southern California (MWD) programs and policies, and assigned Water Resources initiatives; identifies issues, determines analytical techniques and statistical and information-gathering processes and obtains necessary information and data for analysis; analyzes alternatives and makes recommendations; discusses findings with management staff and prepares reports of study conclusions; develops implementation plans and assists in implementing policies and procedures.
- Supports an executive management team with spanning, Management, Water Resources, Engineering, Finance and Communications by preparing cross-functional analyses, briefing materials, presentations, and recommendations related to imported water planning, programs impacts, policy issues, infrastructure initiatives, financial considerations, and stakeholder communication needs.
- Prepares, reviews, and analyzes reports, technical documents, planning studies, policy materials, and program information related to MWD, the State Water Project, Colorado River supplies, Bay-Delta issues, and other regional water resource matter to determine their operational, financial, and strategic impact on Western Water.
- Recommends actions and assists in developing procedures, analytical frameworks, and workflow improvements to support imported water resource planning, interagency coordination, and effective departmental decision-making.
- Participates and supports budget preparation and administration for assigned programs and projects by preparing cost estimates, developing budget justifications, tracking expenditures, and supporting analysis or imported water-related program costs, participation options, and financial impacts.
- Reviews and evaluates documents, agreements, policy materials, technical memoranda, and supporting records to ensure accuracy, completeness, proper authorization, and conformance with Western Water policies.
- Assists with the development, implementation, communication, and evaluation of programs, projects, systems, and procedures to achieve Western Water's Strategic Priorities.
- Performs complex quantitative and qualitative analyses related to imported water supply availability, reliability, risk, demand trends, forecasting assumptions, program participation, and regional water policy developments, recommends and supports implementation of changes to procedures, programs, or planning approaches.
- Prepares briefing materials, staff reports, presentations, correspondence, and decision-support analyses for executive management on MWD-related Board materials, reports, planning matters, imported water issues, policy developments, and regional water supply conditions.
- Tracks, analyzes, and summarizes developments affecting Western Water's imported water supplies including MWD programs, Integrated Water Resources Plan activities, State Water Project and Colorado River operations, Bay-Delta matters, infrastructure planning efforts, climate, and related regional and statewide initiatives.
- Supports demand and forecasting efforts by compiling, validating, and analyzing current and projected regional demands to inform imported water planning, supply allocation considerations, and long-term resource evaluations.
- Coordinates and facilitates meetings related to water resources planning, imported water issues, and MWD coordination; prepares agendas, background materials, follow-up items, and summary documentation as needed.
- Supports implementation of department strategic priorities, work processes and performance measures, ensuring that they align with Western Water's overarching Strategic Plan.
- The incumbent, while exercising his/her authority, shall abide by and promote Western Water's values and beliefs and adhere to Western Water's ethics policy.
- Trains staff in business processes and understanding Western Water's structure/ methods.
- Facilitates department, Western Water wide, and/or inter-agency meetings.
- Confers with representatives of other agencies, committees and organizations as required by project assignments.
- Represents Western Water effectively with other agencies, organizations and individuals.
