Career Opportunity

The city of Las Vegas invites applications for Senior Management Analyst for the Department of Innovation and Technology. This position will provide a wide variety of responsible, complex and sensitive administrative, project and analytical support for the assigned department; oversee assigned administrative processes, procedures and programs; and provide information and assistance to the public regarding assigned programs and services.

Ideal Candidate

The ideal candidate will have experience coordinating and managing technology projects involving physical security systems, including video surveillance, access control, and related low-voltage infrastructure.

The successful candidate should demonstrate:

  • Strong project management and organizational skills.
  • Ability to independently manage multiple projects from initiation through completion.
  • Experience with video surveillance/camera systems and/or access control systems.
  • Working knowledge of low-voltage infrastructure, including structured cabling, conduit, IDF/MDF environments, network connectivity, PoE, and device installation requirements.
  • Experience coordinating site walks and developing clear scopes of work.
  • Experience coordinating contractors and vendors and validating completed work.
  • Strong time management and ability to prioritize multiple competing assignments.
  • Ability to identify project risks, missing requirements, and potential issues before implementation.
  • Ability to proactively communicate project status, delays, risks, and next steps.
  • Experience coordinating with networking, infrastructure, facilities, and business stakeholders.
  • Ability to troubleshoot technical issues and determine appropriate escalation paths.
  • Experience maintaining accurate project, asset, and inventory documentation.
  • Ability to document processes, procedures, site-walk results, technical decisions, and project requirements.
  • Strong attention to detail, particularly when reviewing quotes, equipment lists, project scopes, and installation requirements.
  • Ability to work independently with minimal supervision while knowing when to escalate issues.
  • Strong customer service and communication skills when working with departments, vendors, technical teams, and leadership.

Experience with enterprise video management systems, access control platforms, IP cameras, network-connected security devices, or similar physical-security technologies is highly desirable.

Distinguishing Characteristics

This is the advanced journey level class in the Management Analyst series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned, which usually include significant and multiple administrative and staff supervision on a project or day-to-day basis. Employees perform the most difficult and responsible types of duties assigned to classes within this series. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

Management Analyst classifications perform work pertaining to the management or general administration of the work unit. Management Analysts work directly with management policies, are responsible for the development and dissemination of major internal policy, or have ready access to confidential information pertaining to management relations, and may have access to confidential information pertaining to labor relations. A Management Analyst is typically located at the department administration level, or may be located at the division administration level in a very large department; it is not typically located at the section level.

Supervision Received and Exercised

Receives general direction from management staff.

May exercise direct supervision over technical and clerical staff.

Selections Process

Example of Duties

Essential Functions

  1. Provide complex and sensitive management and programmatic support to a large department; oversee assigned administrative support functions including budget.
  2. Supervise assigned clerical and technical personnel; participate in the selection of staff; train assigned employees in city procedures; work with employees to develop short and long term goals, monitor accomplishments, establish performance requirements and personal development targets and provide coaching for performance improvement and development.
  3. Research, develop, recommend and implement operational, administrative, program and other policies and procedures; assist in contract negotiations.
  4. Serve as department liaison to the Human Resources and Finance Departments in the recruitment, hiring, promotion and position control processes; participate and advise management in the selection of staff, discipline and employee relations issues, and classification and compensation issues; work with Human Resources and Finance to develop creative solutions to staffing budget and position constraints.
  5. Direct the data collection, compilation, coordination and organization of budget documentation; develop budget recommendations; participate with and advise division managers in the administration of department budget; prepare various financial reports as required.
  6. Plan, organize, direct and conduct complex administrative, operational, budgetary and other studies with City-wide or major internal operational or funding impact; prepare comprehensive technical, statistical and analytical reports and records which present and interpret data and identify alternative solutions or proposals; make and justify recommendations.
  7. Coordinate, facilitate, conduct and participate in inter-departmental, division and section meetings.
  8. Represent the department when interacting with consultants, public and private organizations, community groups and the general public.
  9. Respond to complaints and questions from the general public; review problems and recommend corrective actions; prepare reports noting trends or escalating issues.
  10. Draft ordinances and other supporting program documents; prepare and monitor program grants and related proposals; monitor compliance with applicable contractual agreements.
  11. Coordinate activities with other city departments, the public and outside agencies.
  12. Participate in various committees; attend and participate in professional group meetings.

Marginal Functions

  1. Provide training in various areas to department employees including computer applications and software.
  2. May participate in the recording and tracking of legislation in support of various programs in area of work assigned.
  3. May participate in contract administration with outside consultants and developers; prepare monthly progress reports.
  4. Perform related duties and as required.

Minimum Requirements

Experience

Three years of increasingly responsible administrative and analytical experience preferably within a local government environment.

Training

Equivalent to a Bachelor's degree from an accredited college or university with major in public administration, business administration or a field related to the area of assignment.

A combination of formal education and directly related work experience may substitute for the degree. The city assesses 1.5 years of fulltime experience as equivalent to one year of education.
