Job Description:
Parsons is looking for a highly motivated and experienced Strategic Pursuits & Delivery Leader, Transportation – Eastern Canada to join our Eastern Canada operations team. As we continue to grow in Eastern Canada, we are committed to offering innovative solutions and services to our clients. This role requires a dynamic and bilingual professional with excellent organizational, communication, and leadership skills, as well as the ability to manage multiple initiatives contributing to both project success and company growth.

Your role
As a Strategic Pursuits & Delivery Leader, Transportation – Eastern Canada, you will be responsible for the design and delivery of strategic technical proposals, the execution of the overall strategy, and pre-positioning tools for various local transportation infrastructure markets. Your ability to master the different aspects of business development, from pre-positioning and proposal development to client negotiations, combined with your project management skills, will allow you to achieve significant results for both Parsons and the communities we serve.
The ideal person will possess a thorough understanding of all phases and aspects of opportunity management and business development, including contract terminology, technical scope of work, partnership strategies, competitive pricing, intelligence gathering, negotiations with clients and business partners.

**Key **
Opportunity Management
- Lead major pursuits, develop strategies and tactical capture plans that demonstrate Parsons’ value proposition, in alignment with business strategies and regional key performance indicators.
- Develop compelling responses to requests for proposals (RFPs), requests for qualification (RFQs), and requests for information (RFIs).
- Foster collaboration and engagement of capture teams.
- Coordinate cross-functional teams, including technical, pricing, and legal teams, to ensure compliance and high quality of proposal submissions.
- Drive continuous improvement initiatives within Parsons’ Business Acquisition Process (BAP), optimizing workflows, tools, and methodologies to improve efficiency and performance.
- Establish and maintain a repository of best practices and templates to support future capture efforts and foster organizational learning.
Project Management
- Support the delivery of complex infrastructure projects, ensuring they are completed on time, within budget, and according to the highest quality standards.
- Oversee project planning, scheduling, budgeting, resource allocation, and risk management.
- Provide strategic direction and leadership to project teams, fostering collaboration and high performance.
- Monitor project performance indicators and implement corrective measures to address challenges and optimize results.
- Ensure compliance with contractual requirements and client expectations, while maintaining Parsons’ reputation for excellence.
Strategy Development and Business Growth
- Analyze client capital investment plans and infrastructure investment priorities to identify strategic opportunities that generate new business and showcase Parsons’ expertise as well as its successful past achievements.
- Collaborate with business development teams, regional operations managers, and proposal operations teams across Canada to develop comprehensive capture plans, pursue new business opportunities, and contribute to building the Western Canada pipeline.
- Master client-specific strategies and pre-positioning activities to align business goals with targeted opportunities and key performance indicators, taking into account factors such as client requirements, competitive context, market trends, pricing, and risk assessment.
- Stay up to date with industry best practices, new market trends, and evolving client requirements.
- Analyze industry trends, competitor activities, and client needs to identify gaps and growth areas.
- Evaluate the feasibility and potential profitability of pursuing certain opportunities.
Client Relationship Management
- Establish strong client interfaces at various levels within client organizations.
- Act as a relationship or account manager for certain clients in Eastern Canada, developing trusted relationships and ensuring client satisfaction.
Desired Profile
- Possess at least 10 years of experience in consulting engineering, project management, or a related field, with a demonstrated history of leadership in strategic pursuits and delivery of infrastructure projects.
- Hold a bachelor’s degree in engineering, planning, or a related professional field.
- Possess a thorough knowledge of transportation markets in Eastern Canada, regional municipalities, and provincial ministry clients.
- Master project management, including planning, scheduling, budgeting, and resource allocation.
- Demonstrate strong leadership, communication, and technical writing skills to mobilize pursuit teams and develop strategic and competitive submissions.
- Be perfectly bilingual in English and French, both orally and in writing.
- Possess demonstrated expertise in capture strategies, pre-positioning, and business development, with the ability to align technical expertise with business goals.
- Demonstrate excellent organizational skills, attention to detail, and strong analytical capabilities to ensure the quality of project deliverables, assess risks, and support decision-making.
- Possess good knowledge of contract management, including terms, conditions, and compliance requirements.
- Be able to integrate technical expertise with business strategy to deliver innovative and competitive solutions.
- Knowledge of Salesforce or a CRM system is an asset.

What You’ll Be Doing

- Function as the relationship/account manager for select Eastern Canada clients, nurturing trusted relationships and ensuring client satisfaction.
What Required Skills You'll Bring
- 10+ years of consulting engineering experience, project management, or a related field, with a proven track record leading strategic pursuits and delivering infrastructure projects.
- A bachelor’s degree in engineering, planning, or a related professional field.
- Bilingual - fluently speaking and writing in French
- Comprehensive knowledge of Eastern Canada transportation markets, and familiarity with regional municipalities and provincial ministry clients.
- Proficiency in project planning, scheduling, budgeting, and resource allocation.
- Strong leadership, facilitation, and communication skills to lead capture teams through the entire pursuit lifecycle.
- Exceptional writing and communication skills, with experience developing technical engineering narratives, winning strategies, and competitive submissions.
- Ability to integrate technical expertise with business strategy to deliver innovative and competitive solutions.
- Strong organizational skills and attention to detail, ensuring high-quality project deliverables and proposal submissions.
- Demonstrated expertise in developing and executing capture strategies, pre-positioning activities, and business development initiatives.
- Strong analytical skills to evaluate metrics, identify risks, and drive data-informed decisions
- Ability to prioritize and manage competing demands effectively.

Salary Range: $62.07 - $86.11
