Job Description:

Parsons is looking for a talented Technical Manager who will be responsible to lead technical design reviews for utilities, and supporting infrastructure, ensuring design compliance, , coordination, and alignment with project requirements and aviation standards for a aviation, infra and similar projects.

What You’ll Be Doing:

  • Lead technical reviews of design drawings, specifications, calculations, reports, and technical submittals.
  • Review designs for compliance with ICAO, FAA, local aviation authority requirements, codes, and project specifications.
  • Assess design completeness, technical quality, , maintainability, and operational suitability.
  • Coordinate design interfaces between airfield, utilities, terminal, MEP, civil, structural, and operational systems.
  • Lead design review workshops and technical coordination meetings with designers, contractors, consultants, and stakeholders.
  • Review and resolve RFIs, technical queries, design clarifications, nonconformances, and proposed design modifications.
  • Drive value engineering, design optimization, and buildability improvements while protecting safety, quality, and operational requirements.
  • Monitor the implementation of design intent during construction and provide technical direction to the supervision team.
  • Identify and mitigate technical, design, interface, and operational risks affecting project cost, schedule, and quality.
  • Support commissioning, ORAT, operational readiness, handover, lessons learned, and technical closeout activities.

What Required Skills You’ll Bring:

  • Bachelor’s degree in Civil Engineering, Structural Engineering, or a related discipline.
  • Minimum 20years of experience in aviation, airport, airfield, or infrastructure projects.
  • Extensive experience reviewing designs for airfield pavements, taxiways, aprons, utilities, and supporting facilities.
  • Strong knowledge of design review processes, assessments, technical compliance, and design assurance.
  • Experience coordinating designs and resolving complex technical interfaces.
  • Knowledge of ICAO, FAA, local aviation authority regulations, and applicable international standards.
  • Proven ability to review technical documentation, drawings, specifications, calculations, and contractor submissions.
  • Strong technical leadership, analytical, problem-solving, and decision-making skills.
  • Excellent written and verbal communication skills.
  • Professional engineering registration may be required.

What Desired Skills You’ll Bring:

  • Experience on large-scale airport or aviation infrastructure programs.
  • Experience in construction supervision, PMCM, design management, or technical assurance roles.
  • Familiarity with BIM, digital engineering, document-control, and project-management systems.
  • Experience reviewing designs within active or operational airport environments.
  • Knowledge of airfield lighting, navigational aids, drainage, utilities, and airport operational systems.
  • Experience supporting value engineering, risk assessments, and technical governance reviews.
  • Familiarity with commissioning, ORAT, operational readiness, and handover processes.
  • Experience coordinating with airport operators, aviation authorities, contractors, and design consultants.
  • Experience mentoring technical managers, engineers, and project teams.
  • Professional Engineer, Chartered Engineer, or equivalent certification.
