Job description
These are exciting posts supporting the delivery of a Scottish Government flagship Programme, that will directly contribute to delivery of the Scottish Government’s priorities and make a real difference to the lives of people living in Scotland, now and in the future.
Transport Scotland’s Infrastructure Projects Directorate is responsible for the design, assessment, promotion, procurement and construction of major transport infrastructure projects. These include the current Scottish Motorway and Trunk Road Programme (including the A9 Dualling Perth to Inverness, A83 Rest and Be Thankful and A96 Dualling).We also have new projects emerging from the second Strategic Transport Projects Review (STPR2). The Directorate also leads and advises on procurement and contract management matters for Transport Scotland.
The posts will be within the A9 Dualling Team, the Programme for which is progressing at pace with construction already underway to dual the sections between Tomatin and Moy and between Tay Crossing and Ballinluig. Procurement for the A9 Dualling: Pitlochry to Killiecrankie is also currently underway and is expected to be awarded later this year. The next project to commence procurement will be the largest of the Programme, between Dalraddy and Slochd. We are also delivering a wide range of advance works packages to help de-risk our programme. It is an exciting time for the team as we deliver the Scottish Government’s A9 Dualling Delivery plan to complete the A9 Dualling between Perth and Inverness by 2035.
Post holders will report to either a C2 Senior Delivery team leader or a C1 A9 Dualling Team Leader and will work within a multi-disciplinary programme team; you will provide technical leadership and engineering expertise to support the delivery of projects through the procurement and construction phases. You will work closely with consultants, contractors, stakeholders and colleagues to ensure delivery of the project aligned with programme objectives on time, to budget and in a manner that delivers a quality solution safely and efficiently.
The A9 Dualling team consists of a range of engineers supported by governance and communications staff together with a specialist administration team with access to technical advisors across all projects under the Programme.
Whilst these posts are for roles within the A9 Dualling Delivery Team mentioned above, flexibility may be required to work across the Directorate or Programme as priorities and projects.
The postholder will be responsible for:
- Undertake the procurement and contract management of works, services and supplies in line with public procurement legislation, governance requirements and best practice.
- Manage the day-to-day delivery of major transport projects through all stages of development and construction, ensuring projects are delivered safely, on time, within budget and to the required quality standards.
- Manage project performance, managing risks, issues and opportunities, and providing regular reports to senior management and stakeholders.
- Review and assess engineering designs, technical reports, specifications and submissions produced by consultants and contractors.
- Prepare and maintain project governance documentation, including project plans, business cases, benefits realisation plans and associated approvals.
- Manage project budgets, expenditure and financial forecasting, ensuring value for money and early identification of financial or programme risks.
- Monitor consultant and contractor performance, including progress, quality, cost and programme outcomes.
- Build and maintain effective relationships with internal and external stakeholders, including colleagues across Transport Scotland, the Scottish Government, local authorities, consultants, contractors and landowners.
- Represent Transport Scotland at stakeholder meetings, public events, site visits and consultations.
- Prepare technical reports, briefing papers and recommendations for senior managers and governance boards.
- Draft responses to enquiries from stakeholders, the public, media and elected representatives, including contributions to Freedom of Information requests, Ministerial correspondence and Parliamentary Questions.
Qualifications
You must be a chartered engineer (CEng) registered with the Engineering Council and a member of an appropriate professional body.
Proof of qualifications will be checked at the assessment stage.

Experience

Experience in the design, management or delivery of major civil engineering or transportation projects.

Experience of managing consultants, contractors or technical service providers and build effective relationships with a wide range of stakeholders to deliver project objectives.

Experience of working under NEC contracts and undertaking aspects of contract administration.

Experience of managing risk effectively to ensure delivery of a project on time, to budget and in a manner that delivers a quality solution safely and efficiently.

Working pattern
Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role.
Transport Scotland staff in hybrid-compatible roles should aim to work in-person 40% of the time, either in an office or other agreed work location.
Security checks
Successful candidates must complete the Baseline Personnel Security Standard (BPSS), before they can be appointed. BPSS is comprised of four main pre-employment checks – Identity, Right to work, Employment History and a Criminal Record check (unspent convictions).

Pay supplement
This post currently attracts a £7862 annual pay supplement, applicable after a 3 months competency qualifying period. The payment will be backdated to your start date in the role. Pay supplements are reviewed regularly and there is one currently underway. Changes will be communicated when the review is concluded.
