The Program & Evaluation Manager manages ImpactED’s capacity-building programs and evaluation projects, helping ImpactED and its partners learn, improve, and increase their impact. The role combines program management and facilitation, research and evaluation, partner engagement, and internal operations to support high-quality, collaborative work.

About the Position

The Program & Evaluation Manager plays a key role in translating ImpactED’s approach into high-quality programs and projects. Working collaboratively with ImpactED staff, partners, participants, and other stakeholders, the Manager manages complex work from planning through implementation, facilitates engaging learning experiences, contributes to research and evaluation, and helps strengthen the systems that support ImpactED’s work.

Program Management & Implementation

• Lead participant recruitment and manage the application and selection process for capacity-building programs.

• Manage program workplans, timelines, and deliverables to ensure high-quality and timely implementation.

• Manage vendor and contractor processes, including setup and onboarding.

• Develop clear and engaging materials and communications for program participants and partners.

• Manage program and event logistics to create a seamless, high-quality participant experience.

• Facilitate practical, interactive learning experiences that promote application, peer learning, and a collaborative community of practice.

• Plan and manage client and internal team meetings, including developing agendas, facilitating discussions, documenting decisions, and coordinating follow-up.

Evaluation Management & Implementation

• Manage evaluation project timelines and tasks.

• Manage logistics for data collection activities on external evaluation projects, including focus group and interview recruitment and programming and administering surveys in Qualtrics.

• Facilitate focus groups and interviews with diverse stakeholder groups.

• Conduct qualitative and quantitative data analysis.

• Write research and evaluation reports that are actionable and responsive to client and community needs.

Strategy & Operations

• Develop and improve internal systems and processes that strengthen team efficiency, coordination, and organization.

• Contribute to organizational learning and continuous improvement through regular data reviews, after-action reflections, and team planning.

• Collaborate with the ImpactED team to develop, implement, and monitor annual strategic priorities.

Qualifications & Experience

• Bachelor's degree and 3 to 5 years of experience or equivalent combination of education and experience is required.; Master’s degree preferred.

• Strong project and program management skills, with demonstrated ability to manage multiple workstreams, timelines, and shifting priorities.

• Strong organizational skills and attention to detail, with the ability to coordinate complex program and project logistics.

• Excellent written and verbal communication skills, including the ability to communicate effectively with participants, partners, and colleagues.

• Experience facilitating meetings, workshops, focus groups, or other interactive experiences.

• Experience with qualitative and/or quantitative data collection and analysis.

• Ability to synthesize information and communicate findings clearly through written reports, presentations, and other materials.

• Ability to learn and use online platforms and systems that support program and materials design, management, evaluation, and organizational operations.

Salary offers are made based on the candidate’s qualifications, experience, skills, and education as they directly relate to the requirements of the position, and in alignment with salary ranges based on external market data for the job’s level. Internal organization and peer data at Penn are also considered.
