Junior Stakeholder Engineer

Qatar

Parsons is looking for an amazingly talented Junior Stakeholder Engineer to join our team in Qatar! Reporting to the Stakeholder Manager, you will support the project team in representing the program externally with public authorities, regulators, utilities, and other third parties. You will help provide updates to stakeholders, manage their expectations and requirements, and respond to stakeholder requests, questions, and issues regarding the project. This role is ideal for someone early in their career who has exposure to stakeholder coordination on infrastructure projects and is keen to grow in a complex, multi-stakeholder environment.

What You’ll Be Doing

  • Supporting the management of project deliverables and coordinating with authorities and stakeholders to help achieve project goals.
  • Assisting in planning and defining project stakeholder objectives and supporting the development of methods to deliver them in line with client, contract, and corporate requirements.
  • Supporting stakeholder coordination activities and helping resolve conflicting requirements to keep approvals and project activities on track.
  • Working closely with teams and assisting in the preparation of progress updates, reports, and stakeholder trackers.
  • Participating in regular design and stakeholder meetings to review status, capture actions, and ensure follow-up.
  • Liaising with stakeholders, consultants, and contractors on design-related and stakeholder coordination matters as guided by the Stakeholder Manager.
  • Preparing draft reports, letters, and submissions as required by client and stakeholder requirements.
  • Assisting in coordination with key stakeholders and authorities to support smooth asset handover at completion.
  • Contributing handover and stakeholder inputs to weekly/monthly reports and flagging potential stakeholder-related delays to the Project Manager or Stakeholder Manager.
  • Visiting stakeholders and following up on submitted applications, updating status on a regular basis.

What Required Skills You’ll Bring

  • Bachelor’s Degree in an Engineering discipline from a reputable institution.
  • Overall position minimum experience: at least 6 months to 2 years in Qatar, with general knowledge of stakeholder requirements on infrastructure projects.
  • Experience working in Qatar is required.
  • Basic exposure to stakeholder coordination, utility agencies, or authority liaison (e.g., municipalities, utility providers, government ministries) is an advantage at this level.
  • Proficient keyboard skills and good working knowledge of MS Windows and MS Office (Word, Excel, PowerPoint, Outlook).
  • Good written and oral communication skills in both English and Arabic.
  • Strong organizational and interpersonal skills, with demonstrated ability to work as a member of a team.
  • Must have approved MME / MMUP registration.

What Desired Skills You’ll Bring

  • Experience supporting and documenting design activities from a stakeholder management perspective on major infrastructure projects.
  • Understanding of utility coordination, land acquisition, permitting, and government stakeholder management processes.
  • Experience coordinating design reviews, stakeholder comments, approvals, and assisting in the resolution of interface issues.
  • Experience preparing stakeholder reports, correspondence, presentations, and briefings.
  • Ability to identify stakeholder-related risks and contribute to mitigation strategies to support project delivery.
  • Knowledge of Qatar regulatory requirements, approval processes, and authority submission procedures.
  • Familiarity with EDMS (Electronic Document Management Systems), DMCS (Document and Material Control Systems), or similar document control tools, and basic familiarity with CAD operations.
