Overview:
We are currently seeking a technical professional to join the Signals Collections and Analysis Group in the Nuclear Division (NND), National Security Sciences Directorate (NSSD) at ORNL. This position will support development of custom solutions for the collection and analysis of nonmaterial emanations in a wide range of environments to advance national security objectives. The technical professional will support both hardware and software development targeting signal collection, digitization, and analysis using real-time and post-processing techniques. The successful candidate will be a highly motivated and creative problem solver, comfortable working in both the office and the field to satisfy some of the nation’s most complex data collection and processing challenges.
The NSSD at ORNL leads ground-breaking research to address critical threats to national security. Leveraging a diverse array of capabilities in nuclear , data analytics, cybersecurity, cyber-physical resiliency, geospatial science, and high-performance computing, our organization seeks to produce world-class S&T products for sensitive national security missions.
Major Duties/:
- Work with a team of specialists to translate high level mission goals into custom solutions targeting nonmaterial emanations.
- Coordinate conception and assembly of custom signal collection platforms to satisfy mission needs.
- Conceive, write, and maintain technical documentation of signal collection methodologies for skill transfer.
- Execute field collection activities in nonideal environments to ensure mission success, often in situations where rapid situational changes necessitate in-field adaptation to new conditions.
- Create software analysis solutions for signal discrimination, customized for project needs.
- Report on sampling and analysis results from collection campaigns for technical and non-technical personnel.
- Work both independently and in team settings to ensure assigned objectives are completed on time, within scope, and satisfy operational excellence for the needs of the program.

Basic Qualifications:
- A BS in Electrical Engineering or related field and a minimum of five years of relevant experience. Equivalent combination of demonstrable technical training and hands-on experience may be considered in lieu of BS degree.
- Experience in signals intelligence and/or electronic warfare operations, with an angle on conversion of complex technical results into legible, straightforward reporting with clear conclusions.
- An understanding of RF sensing theory.
- Proficiency in RF collection system design, assembly, and deployment.
- Proficiency in Python, MATLAB, or equivalent software programming language.
- A desire to participate in continuous professional development, to include training, professional society membership, conference attendance, and related activities to ensure skills and expertise within the group remain sharp and up to date.
- Excellent communication skills, with the ability to communicate with both technical personnel and translate complex concepts into content for higher level understanding.
Preferred Qualifications:
- A M.S. in Electrical Engineering or related field, with 3+ years of experience. Substantial, demonstrable technical training and hands-on experience may be considered.
- 3+ years of experience in utilization of RF collection systems and analysis techniques.
- Demonstrable experience with time-series signal processing in Python.
- Experience in the construction of custom RF collection systems, from design through fabrication to deployment and operation.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a complex research environment requiring adaptability to satisfy sponsor and mission requirements.
- Active SCI clearance
Special Requirements:

Q Clearance with SCI: This position requires the ability to obtain and maintain a Secret Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due the SCI, you may also be subject to random polygraph testing.
