THE POSITION:

THE OPPORTUNITY

The Inland Empire Utilities Agency is seeking a dedicated Facilities Technician I–III (DOQ) to help maintain the facilities and critical systems that support the Agency’s water, wastewater, recycled water, and composting operations.

Depending on the level of the position, you’ll learn and perform preventive, predictive, and corrective maintenance on a wide variety of facilities systems and equipment. Working alongside a collaborative team of skilled professionals, you’ll inspect, troubleshoot, maintain, and repair heating, ventilation, air conditioning, and refrigeration systems; building automation systems; plumbing; low-voltage electrical systems; and other essential facility components. You’ll also have opportunities to perform carpentry, painting, masonry, equipment installation, and other hands-on maintenance work throughout the Agency.

EDUCATION, TRAINING, AND EXPERIENCE:

Facilities Technician I- Graduation from high school or GED equivalent and at least one year of experience in semi-skilled maintenance; or an equivalent combination of education, training, and experience. Experience in a public agency is preferred.

A Facilities Technician I may be considered for advancement to Facilities Technician II after demonstrating proficiency to perform the full range of duties of the latter class, obtaining the specified licenses, certificates and special requirements or a department approved alternative.

Typically, a Facilities Technician I is expected to be capable of meeting the proficiency criteria within a 12 - 24-month period, depending on an individual's prior experience and progression in performing the full range of Facilities Technician II duties as described in the established performance criteria.

Facilities Technician II/III- Graduation from high school or GED equivalent; and three years of experience in facilities; plumbing, masonry, building, painting, electrical, maintenance work, complex heating, ventilating, air conditioning, and refrigeration systems maintenance and repair experience; or an equivalent combination of education, training and experience.

A Facilities Technician II may be considered for advancement to Facilities Technician III after demonstrating proficiency to perform the full range of duties of the latter class; obtaining the specified licenses, certificates, and special requirements of the Facilities Technician II class as described in the established performance criteria.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:

A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.

Facilities Technician I

Within 6 months of appointment and during the course of employment obtain and maintain the following:

CPR and First Aid Certification

Confined Space Certification

Approved and qualified use of Self-Contained Breathing Apparatus (SCBA)

Forklift Certification

Environmental Protection Agency (EPA) Universal 608 Certification is required

In some assignments, the incumbent may possess and maintain:

California Class A or B driver's license is desirable

Boom Truck Fixed Cab Operator Certification from the National Commission for the Certification of Crane Operators is desirable

Facilities Technician II/III

Within 12 months of appointment or promotion and during the course of employment obtain and maintain the following:

Skills and Abilities

• Ability to safely perform facilities maintenance and repair work while following established safety policies and procedures, including lockout/tagout, confined space entry, respiratory protection, and the proper use of personal protective equipment.
• Knowledge of the principles, methods, tools, and equipment used to install, maintain, troubleshoot, and repair HVAC and refrigeration systems, plumbing, low-voltage electrical systems, and other building and facility components.
• Ability to inspect, diagnose, and repair facilities equipment and systems, including motors, pumps, valves, boilers, heat exchangers, chilled water systems, compressed gas systems, and refrigerated samplers.
• Knowledge of building automation systems, digital controls, motor control circuits, and preventive, predictive, and corrective maintenance practices used in water, wastewater, recycled water, and composting facilities.
• Ability to read and interpret plans, specifications, drawings, technical manuals, and verbal instructions to accurately plan and complete facility maintenance, repair, and equipment installation assignments.
